Transport Management System · Tacloban City, Leyte

Trucking management system for Tacloban haulers.

Since May 2025, what a truck weighs has decided whether it can cross the San Juanico Bridge, and when. This is how small fleets in Tacloban keep every trip and its signed receipt on one record.

Tacloban City at a glance
San Juanico Bridge
2.16 km, the only fixed road link between Leyte and Samar
Since December 12, 2025
Up to 15 tons gross vehicle weight, both ways
Since December 17, 2025
Up to 30 tons, one way at a time, from 10 PM to 5 AM
Before crossing
Every vehicle is weighed, on fixed scales with portable ones on standby

Sources: Presidential Communications Office (December 12, 2025), PortCalls (June 11 and December 18, 2025) and Leyte Samar Daily News (December 16, 2025), all checked October 1, 2026. DPWH planned to restore the full 33 tons in 2026, so these limits may have changed. Check them with DPWH Region 8 before relying on them.

San Juanico Bridge

How the bridge limit has changed since May 2025.

The bridge was built in 1969 and is being retrofitted under DPWH's Eastern Visayas office (Region 8). Each trip carries its pickup and drop-off times, so dispatch can plan heavier loads for the night window before the truck leaves.

2025: the 3-ton limit

  • From mid-May 2025, only vehicles of 3 tons and below could cross, one at a time on the centerline
  • Trucks and buses over the limit were turned around at a city checkpoint near the bridge
  • Heavy trucks waited on the Bypass Road behind CRS, and no parking was enforced along the highway
  • President Marcos ordered priority access for perishable goods after a trucker's vegetables spoiled during waits of up to four days for a RoRo ferry

Since December 2025

  • From December 12: two-way traffic for vehicles up to 15 tons gross vehicle weight
  • From December 17: trucks up to 30 tons, one way at a time, from 10 PM to 5 AM
  • Night crossings at 30 kph, with 40 meters between vehicles
  • Mandatory weighing before the bridge, with fixed and portable scales on standby

In December 2025 the retrofit was put at ₱1.1 billion, and the government said the bridge would carry 33 tons both ways again once it is finished in 2026. We couldn't confirm the limit in force today. Sources: Tacloban City government (May 23, 2025), PortCalls (May 16, June 11 and December 18, 2025), Leyte Samar Daily News (December 16, 2025) and the Presidential Communications Office (December 12, 2025), all checked October 1, 2026. A summary, not legal advice. Check the current limits with DPWH Region 8.

By sea

The Tacloban to Amandayehan route.

While the 3-ton limit held, the Philippine Ports Authority (PPA) used Amandayehan Port in Basey, Samar as the stand-in crossing for trucks, close to Tacloban Port. A test landing craft made the trip in 30 minutes.

  • Trips. From June to November 2025 the route logged 2,632 ship calls and 7,256 rolling cargoes, with an average of four vessels a day on a 24-hour schedule. At its peak it moved about 800 trucks a day.
  • Rates. MARINA's approved rates, published in July 2025, included ₱3,000 for an 8 to 12 wheeler, loaded or empty, ₱4,500 for a tractor with a 20-foot trailer and ₱5,000 for one with a 40-foot trailer. Six landing craft from five shipping companies ran the route.
  • Queues. PPA set up truck queuing on both the Tacloban and Basey sides. By December 29, 2025 it reported no truck queues on the Tacloban Bypass Road or at Amandayehan Port.
  • Port office. PPA's Port Management Office Eastern Leyte-Samar ran the route with Globalport Tacloban Terminals Inc.

We don't know whether the route still runs now that heavier trucks can cross the bridge. Sources: Philippine Ports Authority (December 29, 2025), PortCalls (July 1, 2025) and the Tacloban City government (May 23, 2025), all checked October 1, 2026.

It depends on gross weight. Since December 12, 2025 the limit has been 15 tons both ways, and from December 17, 2025 trucks up to 30 tons could cross one way at a time from 10 PM to 5 AM. DPWH planned to restore 33 tons in 2026, so check the current limit with DPWH Region 8.

No. It isn't a GPS or map tool. Trips carry their times, so the office can plan heavier runs for the night window.

No. It runs on the Android phones drivers already carry.
