Freeport rules

What a truck needs to run in Subic Bay Freeport.

Most of these come from SBMA's Investors' Guide, dated February 2014, so check that they still apply before you plan around them.

Gates and passes

  • Delivery and truck drivers get a daily pass at Tipo and Kalaklan gates by showing a driver's license, vehicle registration and delivery receipt
  • The satellite offices that issue them run 24 hours
  • A gate pass or sub-gate pass application costs ₱300, or ₱350 done manually
  • A sub-gate pass by land is valid for one month

Accreditation and loads

  • Trucking firms seeking accreditation file a General Cargo Bond for Land Carrier and a list of the vehicles they use in the freeport
  • In 2017, accreditation for trucking services tied to container movement cost US$200
  • The guide cites RA 8794: trucks over 13.5 metric tons per axle are apprehended
  • The SBITC and MSTSI weighbridges inside the freeport are NLEX partner weighbridges (2023)

In the first half of 2026, revenue at SBMA's Trade Facilitation and Compliance Department rose 17%, boosted by new Registration Certificate policies on trucks, heavy equipment and regulated goods. We couldn't find what the truck certificate requires. The port

What's changing at the Subic container terminals.

SBMA granted ICTSI units SBITC and ICTSI Subic a 25-year extension on New Container Terminals 1 and 2. It was signed on October 3, 2025 and runs to 2058.

  • Capacity. Planned to grow from 600,000 to 1 million TEUs.
  • Gates and appointments. Automated gate operations were planned by early 2026, with a new digital platform for online payments and truck appointments. We haven't confirmed that either has launched.
  • E-gate pass. SBITC's e-gate pass started on December 18, 2020, for documents with an SBMA gate pass stamped cleared for exit. The port user gives the e-gate pass and the SBMA and BOC documents to the trucker for gate-out.
  • Tipo Road. In 2014 the SBMA Traffic Safety Board called the Tipo Road section after the tunnel accident-prone and proposed a 40 kph limit for trucks. We haven't confirmed that it was adopted.
