What Ordinance No. 350 said, and what happened to it.
The council passed The Modified Truck Ban Ordinance of the City of Meycauayan on May 8, 2023, and Mayor Henry Villarica approved it on May 11. It covered heavy cargo trucks and light trucks with six or more wheels, split at 4,500 kg gross capacity weight.
The rules it set
- No covered truck from 6 to 9 AM or 5 to 8 PM, Monday to Friday except holidays, on six named routes
- Among them MacArthur Highway to the Caloocan boundary via Malhacan-Iba-Camalig-Bahay Pare Road, and the NLEX East Service Road from Metrogate to Langka
- No heavy cargo truck at any hour on Malhacan Road from MacArthur Highway to Supima Square, or on St. Francis West Service Road
- ₱5,000 fines, plus a one-month impound in Barangay Malhacan on a second offense
The fee and the recall
- Public utility, perishable and livestock trucks, and trucks with offices on the closed stretch, had to pay ₱1,000 a month for a one-month exemption sticker
- ARTA said the fee broke Executive Order No. 41 on pass-through fees, and DILG Opinion No. 134, s. 2025 agreed
- In early 2026 ARTA charged the mayor with grave misconduct and took the case to the Ombudsman
- By June 2026 the city had recalled the ordinance, and ARTA withdrew its case
PortCalls says the city recalled its ordinance. It doesn't say whether the hours went with the fee, and Ordinance No. 350 had repealed all earlier truck ban ordinances. Cargo cover rules and NLEX works around Meycauayan.
City Ordinance No. 265, passed on October 27, 2020, sets anti-spillage rules for every cargo vehicle on Meycauayan roads, from three-wheelers up. It is separate from the truck ban.
- Open loads. A vehicle with an open carrier needs at least a tarp over the whole carrier, in transit or at rest.
- Mixers and haulers. Concrete mixers need a bucket and a cover on the chute. Construction and earth-hauling trucks must be clear of mud and rocks before they use city roads.
- Fines. ₱3,000 for a first offense and ₱5,000 for a second, and the violator cleans up the spill. The MTPB enforces it, with barangay officers monitoring.
- NLEX bridge. In 2026, rehab of the NLEX Meycauayan River Bridge brought weekday one-lane closures, with one lane of the East Service Road, from Lawang Bato in Valenzuela to Libtong, used as a compensating lane.
- Exits and service roads. The NLEX F. Raymundo Exit opened in 2024 for Class 1 vehicles only. The two-lane Meycauayan-Marilao East Service Road, from Paso de Blas in Valenzuela to Lias in Marilao, opened on March 21, 2022.
