Trucking management system for Metro Manila haulers.
Port runs, truck ban windows and signed receipts that need to reach the office the same day. This is how small fleets in Metro Manila keep every trip on one record.
- Truck ban
- 6 to 9 AM and 4 to 8 PM, unified in April 2026 during the energy emergency. Trucks carrying fuel or essential or perishable goods are exempt
- Port areas
- Manila North Harbor, Manila South Harbor and MICT
- Common runs
- Ports and warehouses to Calabarzon and Central Luzon
MMDA has suspended and brought back the truck ban several times. Check the current advisory before relying on any hours here.
Plan trips around the truck ban, not after it.
Each trip carries its pickup and drop-off times, so dispatch can check them against the current ban hours before the truck leaves.
| Trip | Route | Pickup | Status |
|---|---|---|---|
| TR-1201 | Valenzuela → MICT, Manila | 4:30 AM | Delivered |
| TR-1202 | Pasig → Batangas Port | 10:30 PM | Booked |
| TR-1203 | Caloocan → Calamba | 10:00 AM | In transit |
At MICT and South Harbor, trucks come in on a booked slot.
MICT, run by ICTSI, handled a record 3 million TEUs in 2025, up from 2.95 million in 2024. It carries about 70% of Manila's port volume. Its main truck road, Isla Puting Bato, has been one way since August 2019.
- TABS slots. MICT and Asian Terminals' Manila South Harbor take container pickups and drop-offs by appointment, through TABS (Terminal Appointment Booking System). The broker, forwarder, importer, exporter or shipping line books the slot. Your truck has to show up at the terminal at that time.
- Before the booking. At South Harbor, ATI asks for export containers to be pre-advised before the drop-off is booked. An import pickup can be booked once the Bureau of Customs has cleared it and the port and carrier charges are paid.
- ₱5,000 at MICT. Since August 17, 2023, a truck that enters MICT without a valid transaction pays a ₱5,000 Unauthorized Entry Fine. The driver or the trucking company pays it, not the shipper. MICT's figures for October 2022 to January 2023 put no pre-advice and no TABS booking among the main violations. A truckers' group blamed heavy traffic for late trucks whose booking had run out.
Sources: PortCalls (December 22, 2025 and July 20, 2023), PPA Memorandum Circulars No. 007-2023 and 011-2023, ATI's TABS user's guide and 1-Stop's TABS site, all checked October 2, 2026. A summary, not legal advice. Check with ICTSI, ATI or the PPA before relying on it.
Receipts from the port and the warehouse, the same day.
A port run starts at the MICT or South Harbor gate and ends at your client's warehouse. The driver photographs the signed receipt there, and it lands on the trip from their phone.
Photo at the warehouse
One record covers the run, from the booked pickup at the terminal to the signed receipt at the warehouse.
Times against the ban
Arrived and delivered times show which runs reached the warehouse inside a truck ban window.
Ready to bill
Delivered port runs with the signed receipt attached are ready to bill, whether you bill the broker, the forwarder or the importer.
