Trucking management system for Metro Cebu haulers.

Cebu Province set one truck ban schedule in May 2026, after years of different hours in each city. Cebu City and Lapu-Lapu City were only asked to follow it. This is how small fleets plan port and ecozone runs around it and keep every trip and its signed receipt on one record.

Truck ban

One truck ban schedule for Metro Cebu, with two cities still to join.

Governor Pamela Baricuatro signed Executive Order 28 on May 12, 2026, after the province's traffic managers agreed the hours on April 30. Business groups had said that different schedules in Cebu City, Mandaue, Lapu-Lapu, Talisay and Consolacion left trucks idling six to 10 hours a day at city borders. Each trip carries its pickup and drop-off times, so dispatch can check them against the ban before the truck leaves.

Executive Order 28

  • Heavy trucks over 4,500 kg gross weight, including cargo trucks, dump trucks, trailer trucks and container vans
  • Off national highways and provincial roads from 6 to 8 AM and 5 to 7 PM
  • Not enforced on Sundays or on national and local holidays
  • Exempt: emergency vehicles, military vehicles, and trucks carrying fuel or water
  • Truck corridors in the coastal and port areas of Mandaue City and Cebu City stay open 24 hours

City by city

  • Mandaue City bans trucks from 6 to 8 AM and 5 to 7 PM every day except Sundays and holidays, with perishable goods exempt
  • Mandaue's corridor from Cebu International Port to Barangay Cansaga stays open to haulers 24 hours a day, 7 days a week
  • Fines still follow each city's ordinance: ₱2,000 per violation in Mandaue City, ₱5,000 for third-time offenders in Talisay City and ₱500 for first-time offenders in the City of Naga

Ports and roads

What Metro Cebu trucks meet besides the ban.

In Lapu-Lapu City, the 150-hectare Mactan Economic Zone has more than 200 locators employing over 40,000 people. Its cargo, and the ports', runs on roads with their own rules.

  • Weighing slips at the port. Under Cebu Port Authority orders from 2010, a loaded outbound domestic container van needs a validated weighing slip or receipt to enter Cebu Baseport, and a container van for loading at Cebu International Port needs one at the CIP gate. Check that these still apply.
  • Weighbridge before CCLEX. A ₱70 million weighbridge station opened in September 2025 on the Cebu South Coastal Road, before the viaduct and the Cebu-Cordova Link Expressway. The expressway's operator funded it, and the Cebu City Transportation Office enforces it with deputized LTO staff. Loads over 13,500 kg per axle are fined 25 percent of the truck's Motor Vehicle User's Charge.
  • CCLEX tolls. The approved toll matrix sets ₱214 for Class 2 vehicles, like light trucks, and ₱321 for Class 3, like heavy trucks and articulated trailers. Discounted rates of ₱200 and ₱300 applied first, from July 1, 2025. Check the current rate with CCLEX.
  • Sinulog truck ban. For Sinulog on January 18, 2026, Cebu City Executive Order 054 kept trucks over 6,500 kg off the Cebu South Coastal Road and the Bulacao to M.J. Cuenco Avenue route from 12:01 AM to 9 PM.
  • Clean roads in Mandaue. In September 2025, Mandaue apprehended trucks that left mud on the Cansaga Bridge access road and U.N. Avenue. City ordinance fines are ₱2,000 to ₱3,000 per violation.
  • A new container port. A ₱16.93 billion port for 375,900 TEUs a year is being built on 25 hectares of reclaimed land in Consolacion, targeted for the second quarter of 2028. International cargo moves there, and Cebu Baseport keeps domestic, bulk and breakbulk cargo.
