Truck ban

Plan Davao City trips around the rush-hour truck ban.

The ban is in the Comprehensive Transport and Traffic Code of Davao City, City Ordinance No. 0334-12, enacted on August 7, 2012. The City Council changed its hours with Ordinance No. 0227-17 in July 2017. Each trip carries its pickup and drop-off times, so dispatch can check them against the ban before the truck leaves.

The ban

  • Covered trucks may not travel the city's streets from 5 to 9 AM and from 4 to 8 PM
  • Covers cargo trucks, gravel and sand trucks, and other heavy trucks with more than six wheels or over 4,500 kg gross weight
  • Includes tractor trailers, container haulers and refrigerated vans
  • The 2017 amendment also redrew the limits near Toril, Catalunan Pequeño and Bunawan. Ask CTTMO which roads trucks may use during ban hours
  • Saturdays, Sundays and special and non-working holidays are off, as the 2017 amendment was reported

Roads and port

Davao City roads with their own truck rules.

Beyond the rush-hour ban, the city limits where heavy trucks go and checks them on the way in.

  • Coastal Road. In July 2023, CTTMO barred vehicles over 4.5 tons from the Davao City Coastal Road while the city studies the new road's structural integrity. Fire and emergency trucks, meat delivery trucks, armored vans, garbage trucks, tow trucks, and mini dump trucks and vans under 4.5 tons may pass.
  • Diversion Road brake checks. In October 2023, CTTMO set up 24/7 checkpoints for trailers and wing vans headed to Diversion Road: southbound at Crocodile Park, northbound at the Japanese Tunnel near City Hardware. Trucks whose brakes aren't in full working order are sent to McArthur Highway.
  • Center lane for trucks. In September 2025, Councilor Ralph Abella proposed keeping trucks in the center lane of three-lane roads such as Diversion Road, with warnings only at first. We haven't confirmed that it passed.
  • Load limits. In June 2025, Councilor Temujin Ocampo said the truck load limit is 18 cubic meters, that some trucks carry up to 22, and that the city would regulate it after road damage in Buhangin, Cabantian and Mandug.
  • Davao City Bypass. The 45.5 km bypass from Sirawan in Toril to J.P. Laurel in Panabo City, with twin 2.3 km tunnels, is expected to open by 2028. In June 2025, DPWH hadn't decided whether trucks may use it.
  • Sasa Port. Globalport Davao Terminal Inc., a Globalport joint venture, took over running Sasa Port under a 20-year management contract signed on June 28, 2022.
