These are the newest Angeles truck rules we could find. Each trip carries its pickup and drop-off times, so dispatch can check them against the allowed windows before the truck leaves.
Executive Order No. 31, s. 2019
- Extended the total truck ban to all roads and streets in Angeles
- Delivery and light trucks exempt from 9 AM to 3 PM and from 8 PM to 6 AM
- Exempt trucks keep to set routes in the city
- Signed in August 2019 by Mayor Carmelo Lazatin Jr.
Pandan Road and Ordinance 423
- Executive Order No. 6, s. 2019 put a truck ban on Pandan Road, including Pandan Bridge
- DPWH certified that Pandan Bridge can't take trucks over 20 tons
- Ordinance 423 bars trucks over 20 feet, bumper to rear bumper, from entering the city from 6 to 9 AM and 3 to 8 PM

What's growing at Clark.
Clark International Airport, run by LIPAD, handled 6,764 cargo flights in 2025, up from 4,827 in 2024.
- Cargo City. 30 hectares in Zone 3 of the airport's civil aviation complex are set aside for a proposed Cargo City.
- FedEx facility. Robinsons Land and AIHC broke ground on May 19, 2026 on a logistics facility for FedEx on a 15-hectare site inside the Freeport, with close to 75,000 square meters of floor area due in the first quarter of 2028.
- Customs. The Bureau of Customs Port of Clark collected ₱5.511 billion in 2025, against a target of ₱4.856 billion.
- One pass for trucks. In May 2022 CDC and ARTA signed on to pilot the Unified Logistics Pass at Clark: one QR code in place of separate ecozone, port and city permits and stickers, only for trucks with a franchise (CPC). We haven't confirmed it is in use.
- Ecozones and weighbridges. PEZA lists the Clark Special Economic Zone across Angeles, Mabalacat, Porac, and Capas and Bamban in Tarlac, plus the Pampanga Economic Zone in Angeles and TECO Industrial Park in Mabalacat. NLEX lists the CDC Weighbridge, TAG Metal Weighbridge in Mabalacat and a weighbridge on SCTEX at Porac as partners.
