Truck ban

The truck ban today, and the one the council is weighing.

The ban comes from the city's 2007 Traffic Code, and the City Council is reviewing a full replacement. Each trip carries its pickup and drop-off times, so dispatch can check them against the ban hours before the truck leaves.

Under the 2007 code

  • Eight-wheel cargo trucks banned from 5 to 9 PM, as the city described it in September 2025
  • Trucks may use CM Recto Avenue only in transit to Butuan City or Iligan City
  • Councilors said trucks claimed transit and then parked on a major road, and sought amendments
  • A 2016 report gave other hours: 7 to 9 AM and 5 to 7 PM in Poblacion and Cogon, for trucks of six wheels and up or 4,500 kg gross weight

The 2026 draft

  • Proposed Ordinance No. 2026-272, the Cagayan de Oro City Revised Traffic Code of 2026
  • A uniform truck ban from 6 AM to 6 PM
  • No more transit exemption on CM Recto Avenue
  • A 15-minute grace period for broken-down vehicles before towing

In mid-September 2026 the council's Committee on Public Utilities was set for its fifth discussion of the draft, and its chair then asked the RTA to consult the Oro Chamber of Commerce, road users and truckers' associations. The draft is not law yet. Ports and roads

Where Cagayan de Oro cargo moves.

Mindanao Container Terminal (MCT) is in the PHIVIDEC Industrial Estate in Tagoloan, Misamis Oriental. In December 2025 it passed 300,000 TEUs for the year, the most in its history.

  • A longer berth. Operator MICTSI, an ICTSI unit, plans to extend the berth from 300 to 600 meters, due by March 31, 2028. Its contract with the PHIVIDEC Industrial Authority now runs to 2063.
  • Reefers. MCT has 261 reefer plugs and plans 180 more in 2027.
  • Macabalan port. At the Port of Cagayan de Oro, berth assignment moved to Oroport Cargo Handling Services, Inc. on September 6, 2025, under PPA Administrative Order No. 007-2025, first come, first served.
  • Coastal road. The ₱34-billion Cagayan de Oro Coastal Road is meant to improve access to the city port and industrial areas. The Macabalan-Bonbon Bridge is due in early 2027 and the 9.3 km, four-lane Puerto-Gusa section in 2028.
  • City center. Since July 28, 2026, provincial jeepneys and buses end their trips at the Agora and Bulua terminals instead of entering the city proper.
