Freeport rules

What a trucking firm needs to work in the Freeport Area of Bataan.

AFAB's rules on accrediting service providers took effect on April 1, 2014 and name trucking and hauling firms. The fees may have changed since, so check them with AFAB.

Accreditation

  • Trucking and hauling firms need an AFAB Certificate of Accreditation to work in the Freeport
  • Certificates run to December 31 each year
  • Apply at the FAB Enterprise Department's Registration Division, AFAB Administration Building
  • Late renewal costs ₱1,125 a quarter, and not displaying the permit ₱450

Penalties and passes

  • Working without accreditation: ₱18,000 the first time, then blacklisting
  • A Freeport company that hires a non-accredited firm pays ₱22,500, and the firm hired ₱18,000
  • On a second offense, the hiring company's Certificate of Registration is cancelled
  • Since June 1, 2026, every person and vehicle entering or leaving FAB residential areas needs an AFAB pass, clearance or ID

Gates, ports and roads

Getting cargo in and out of Bataan.

In 2020 AFAB planned eBIBO, an online system for permits to bring raw materials and equipment into and out of the Freeport, with gate entry and exit passes on the same dashboard. We haven't confirmed that either is live.

  • Port user's pass. AFAB said the pass would take 4 steps instead of 15, and 18 minutes instead of 1 hour and 5 minutes.
  • Bulk terminal. The Mariveles Multi-Purpose Terminal, run by Seasia Nectar Port Services, covers 6.7 hectares with a 250 m berth and handles about 2 million MT of bulk cargo a year.
  • Ecozones. PEZA lists the Plastic Processing Center SEZ in Alion and Cabcaben, Mariveles, and the Hermosa Ecozone Industrial Park.
  • Flooding. On August 19, 2026, flooding on Roman Highway at Cabcaben and Townsite kept most vehicles from entering or leaving Mariveles.
  • Roadworks. In September 2026 DPWH realigned road barriers on a highway in Limay and finished a ₱48.25 million slope protection wall on the Bagac-Mariveles road in Barangay Malaya, Mariveles.
