What Zamboanga City's zoning asks of a junk shop.
Ordinance No. 516 adopted the city's Revised 2018 Zoning Regulations. It names junk shops twice: as an allowed use in one zone, and in its list of uses that need a special use permit.
Special use permit conditions
- Adequate fencing to stop waste, fuel and oil spills from scattering
- Located "within at least one hundred (100) meters" from schools, churches, hospitals and similar institutions
- Upkeep is the sole responsibility of the operator
How it's decided
- The Zoning Administrator reviews it after consulting the City Zoning Board of Adjustment and Appeals
- A decision within 30 days of a complete application
- At least one public consultation with the barangay before its resolution of no objection
- No undue noise, odor, heat, vibration or pollution for neighbors
After approval
- Start the project within 2 years of approval
- The permit can be revoked, suspended or changed if conditions aren't met
- Machine shops and welding shops share the same conditions

What Zamboanga police and the city have told junk shops.
There's no junkshop ordinance that we could find, but police have warned owners about what they buy.
- Stolen tower parts, 2012. After the national grid operator asked for help, the city police director warned junk shop owners they could be liable under the Anti-Fencing Law for buying stolen transmission tower parts, and planned a dialogue to show what the parts look like. A tower in Barangay Malagutay had almost collapsed from pilferage, causing a nine-hour brownout in the west coast barangays.
- An explosion while unloading, 2011. Three workers at a junk shop in Barangay Tumaga were hurt when a sack of scrap metal exploded as it came off a truck. Police found traces of flash powder and said they would investigate where the metal came from.
- Saturday paper and metal. Executive Order KHYM 062-2025, signed October 16, 2025, made segregation mandatory for commercial establishments in the four central business district zones, with paper and metal collected on Saturdays.
- An older count. A USAID-backed study published in September 2006 counted 23 junkshops and 4 consolidators in Zamboanga City.
