Where Tuguegarao City's waste plan puts junkshops.
In the plan, the city's recyclables are sold to junkshops, and it lists the accredited ones. In May 2018 the council approved renewing the 2006 agreement with the Junkshop Owners Association and let the mayor sign it.
The agreement
- Accredited junkshops have a memorandum of agreement with the city
- The council counts the agreement toward the city's duties under RA 9003
- The junkshop organization helps accredit who buys recyclables in the barangays

Record keeping
- Owners are enjoined to track the volume of recyclables bought and sold

Collection
- Each barangay or cluster is to set up a materials recovery facility as a drop-off
- An accredited junkshop collects barangay recyclables monthly, and the owner of the recyclables gets the money
- Recyclables that reach the sanitary landfill go to the City MRF and are sold to accredited junkshops
- Secondary school students hand in plastic containers every quarter, sold to junkshops for the school

The plan's Table 30 gives an estimated price per kilogram for each material the city recovers and sells to junkshops.
