What San Fernando's Revenue Code asks of a junk shop.
The council enacted Ordinance No. 2017-033 at its 74th regular session on December 12, 2017. Junk shops appear twice: in the environmental management fees, and in the list of workers who need their own Mayor's Permit.
Fees
- ₱1,000 a year for junk shops, under the Article 53 environmental fees
- Paid to the City Treasurer within the first 20 days of January
- A ₱250 environmental inspection fee with the Mayor's Permit and each renewal
- A ₱30 urban greening fee for every regular employee
Waste and premises
- Separate containers for biodegradable, recyclable and residual waste
- An accredited private hauler for the residual waste
- A green area for indoor or outdoor plants
Inspections and workers
- Every business is open to inspection by environmental inspectors at least once a year
- CENRO staff with a mission order may enter, inspect and take pictures during operating hours
- Every junk shop worker needs an individual Mayor's Permit, ₱150 a year

Opening a junk shop in San Fernando.
The Business License and Permit Division's checklist for a new business, revision 25, adds these steps.
- One window. The division arranges the Sanitary Permit, the Environmental Management Permit, the Zoning Certificate, and the OCBO and barangay clearances.
- CCTV. Applicants comply with Ordinance No. 2018-029, the 2018 CCTV System Ordinance: a CCTV certification for a business already running, or a letter of undertaking for one not yet open.
- Already open. The city's business masterlist as of February 27, 2026 has 36 business names with junk shop or junkshop in them, in barangays including Dolores, Sindalan, San Jose and Calulut.
