Pasig's solid waste code has a whole chapter on junkshops, down to a daily record of what you collect and a monthly report to the Solid Waste Management Office. Here's what it asks for, and how ScrapTrack keeps every weigh-in on record.

What Pasig's junkshop chapter asks for.
Chapter XIII, "Regulation of Junkshops", defines a junk shop as one that buys and sells recyclable materials and scraps with value. Section 29 sets the requirements.
Before you open
- A Clearance to Operate from the SWMO, naming the shop, operator, location, contact number, initial capital, service vehicles and the kinds of junk traded
- A business layout plan, submitted for inspection before the clearance
- Then the business permit, with a fire inspection certificate, sanitary permit, CENRO permit and locational clearance
- Health certificates for the operator and staff, renewed every year
The yard
- A floor area of at least 50 square meters, enclosed and roofed
- Separate sorting, weighing and storage areas
- Loading and unloading inside the yard, never on roadways or sidewalks
- No yard within 30 meters of a waterway or water depot
Carts and hours
- Pushcarts and tri-bikes registered with the barangay and the SWMO, with body numbers
- Laminated IDs for recyclable dealers, worn with their uniforms
- Junk dealers trade from 6 AM to 6 PM only
- Deliveries and pick-ups from 10 AM to 3 PM only, to keep rush hours clear
Records
- A record of the volume of each type of recyclable material collected every day
- A written report to the SWMO every month
- Records available whenever the shop is inspected

What a Pasig junkshop may not do, and what it pays.
Section 43.b lists 13 prohibited acts for junkshops. Owners are fined ₱5,000, then ₱10,000, then ₱15,000 with the business permit and license cancelled.
- Utility and government property. Buying or selling scrap that is government property or belongs to public utilities, such as water and electric meter bases, electric cable and water pipe, is prohibited. The code says this is prosecuted right away under the Anti-Fencing Law.
- Sidewalks and roofs. No sorting, weighing, storing or parking on the sidewalk, and no storage on the junkshop's roof.
- Other bans. No burning inside the premises, no workers under 18, and no toxic or hazardous waste.
- Clearance fees. The SWMO inspects the shop with its junkshop checklist. The charter lists a ₱500 inspection fee and a ₱1,000 accreditation fee, and fines of ₱5,000, ₱10,000 and ₱15,000 for not renewing the clearance each year.
- Environmental permit. CENRO's Environmental Permit to Operate, needed for the business permit, costs a junkshop ₱3,000 for inspection and ₱1,000 for accreditation, ₱4,000 in all.
- Junkshops as MRFs. A junkshop with a written MOA with a barangay can be accredited by the SWMO as that barangay's materials recovery facility. The national inventory listed 36 local junkshops in Pasig as of December 2023.
