The rules

What Olongapo City asks of junk dealers.

The ordinance covers everyone who buys and sells used and recyclable materials in the city, from the yard to the carts on the street. It replaced City Ordinance No. 24, Series of 1990, and the mayor approved it on December 4, 2023.

Before you open

  • A barangay clearance and a permit to operate from ESMO
  • A business permit, a fire inspection certificate, a sanitary permit and a locational clearance
  • Health certificates from the City Health Office for the owner and employees
  • A signboard for the yard

The yard

  • At least 50 square meters, enclosed, roofed and ventilated
  • A separate sorting area, weighing area and storage area
  • Loading and unloading inside the yard, never on roadways or sidewalks
  • No burning of scrap

Junk carts

  • A CPDO inspection, with the dealer's body number and color code on the cart
  • The slogan "Keep Olongapo Clean and Green" on every cart
  • A 3 by 5 inch decal permit, issued every year
  • No new carts without authority. Carts without a decal are impounded at ₱200 a day.

Eco aides

  • A satisfactory barangay clearance, a police clearance and the dealer's recommendation
  • An ID card from the Mayor's Office, renewed every 3 years
  • A red T-shirt uniform with the aide's name and the city logo
  • One aide and one optional helper per cart

Where and when

Where and when buying is allowed.

Buying is allowed from 6 AM to 6 PM only. Main thoroughfares are off-limits from 6 to 8 AM and from 3 to 6 PM.

  • Streets with no buying. Magsaysay Drive, Rizal Avenue up to Perimeter Road, Gordon Avenue from East Tapinac 14th Street to Magsaysay Drive, and the National Highway from Bangal, New Cabalan, to the Olongapo-Subic boundary at Barretto.
  • Sunday pick-up points. In the off-limit areas, buying happens only at 17 pick-up points, on Sundays.
  • Garbage days. No buying in a barangay on its garbage collection day until collection is done. City garbage crews may not sell the junk they collect.
  • Yearly inspection. An annual inspection in the first quarter of each year, with a ₱100 fee.
  • Fines. An eco aide without an ID or uniform pays ₱250, then ₱500, then ₱1,000, within 72 hours. A fourth offense bars the aide from getting an ID. Running without a business permit is penalized under the city's 2017 Revenue Code.
