Junkshop system for scrap buyers in Navotas.
Section 64 of the Navotas environment code regulates every junkshop in the city, from the papers on the wall to the markings on each pushcart. Here's what it asks, and how ScrapTrack keeps a record of every weigh-in.

What Section 64 asks of Navotas junkshops.
The section covers all junkshop owners and operators, whether a single proprietorship, corporation, cooperative or foundation.
Papers
- A Certificate of Non-Coverage, secured by every junkshop owner or operator
- The Environmental Clearance displayed where it can be seen at all times
- A permit or clearance from each barangay where you trade recyclables, with a copy carried by staff on every collection
- A signboard in front with the shop and owner's names, address, phone number and any junkshop organization
The yard
- A separate sorting area and separate storage for each type of recyclable
- A separate toilet with a septic tank
- The whole shop kept clean and sanitary at all times
- No weighing or sorting on sidewalks, and no storage on sidewalks or the shop's roof
Carts and staff
- A parking area for pushcarts and tri-bikes, never on sidewalks or roadsides
- Each cart marked with the shop's name, address, contact details and a body number
- ID cards for every worker
Offenses are counted by inspection: whatever is found and validated on the first inspection, of any type or quantity, is a first offense, and so on for the second and third. Where junkshops fit in Navotas's waste rules.
City trucks don't take recyclables, so households and businesses sell them on.
- Recyclables go to you. City dump trucks don't collect domestic non-biodegradable recyclables. Households and businesses may donate or sell them to the barangay MRF or to the junkshop.
- Accredited collectors only. Anyone not authorized or accredited by the city or the barangay may not collect recyclables. Fines run from ₱1,000 or a day of community service up to ₱5,000 or five days.
- Trading days. The city government holds at least two recyclables trading activities a year.
- Wash water. Effluent and sludge from junk shops may not go into drainage canals, creeks, rivers, other water bodies or onto land.
- Extension MRFs. Under the city's 10-year solid waste plan, some barangays linked up with junkshops to serve as extension MRFs for dry recyclables.
