The rules

What Naga City asks junkshops to record.

The ordinance asks for two books: one for what you buy and one for what you sell.

For every purchase

  • Seller's name, address, sex and age
  • Seller's driver's license or other valid ID, plus an updated community tax certificate
  • Date, time and place you bought the materials
  • Description and quantity of the materials
  • Name and address of whoever the seller got the materials from, if anyone

For every sale

  • Buyer's name, address, sex and age
  • Buyer's driver's license or other valid ID, plus an updated community tax certificate
  • Date, time and place of the sale or delivery
  • Description and quantity of the materials sold

Copper, brass, bronze and aluminum used by telecom, power and water utilities count as regulated materials. So do vehicle and railway parts, street signs, street lighting and drainage covers. Metal markers, fences and railings from historic sites, public places and cemeteries count too. They have to be stockpiled separately and reported within 24 hours.
