The rules

What Muntinlupa asks of junkshops.

Three city documents name junkshops: the business permit page, the eco-waste ordinance as amended in 2006, and a 1994 ordinance on keeping goods off the national road.

For the business permit

  • A clearance from the Muntinlupa Traffic Management Bureau (MTMB)
  • A clearance from Environmental Sanitation (ESC)
  • A zoning certificate from the Zoning Office

The yard's storage

  • Junkshop owners, dealers and anyone in the business follow the standards set by the ESC and the BPLO
  • The standards cover how the place looks, and its storage area for recyclables, biodegradable and non-biodegradable waste
  • The rule is Section 5(c) of Ordinance No. 06-092, approved June 8, 2006, which amended the city's 1999 consolidated eco-waste ordinance

Off the national road (1994)

  • Kautusang Bayan Blg. 94-37 tells vulcanizing shops, junk shops, and hardware and construction supply stores to keep their goods and materials off the national road
  • Junk shops take the bottles, jars and scrap iron they buy inside within 20 minutes of unloading
  • The owner is responsible for the orderly parking of its collectors' carts
  • Fines are ₱1,000, then ₱2,000, then ₱2,500 or up to six months in jail, or both, as the court decides

The waste program

Junkshops in Muntinlupa's waste program.

The city counts registered junkshops as recovery facilities and signs agreements with them.

  • Junkshops as MRFs. Under Muntinlupa's 10-year solid waste plan, registered junkshops count individually as materials recovery facilities, and any barangay may adopt a junkshop as its MRF.
  • A 2023 agreement. Resolution No. 2023-307, adopted August 14, 2023, let the mayor sign an MOU with a homeowners' association and a local junkshop to run an MRF and redeem recyclables. The ESC is to give the junkshop operator capacity building and an orientation seminar.
  • What the junkshop brings. Under that MOU, the junkshop provides the weighing scale, recorder, calculator, logbook and containers.
  • Permits since 2003. A 2003 ADB survey found Muntinlupa was one of only two of eight Metro Manila LGUs surveyed whose solid waste office took part in junkshop permits.
