The rules

What Mandaluyong asks of junk shop operators.

Chapter VII of the code, "Junk Shops", sets the obligations of every junk shop operating in the city. It defines a junk dealer as anyone recovering recyclable materials as a trade or business.

The shop

  • At least 50 square meters for sorting and storing each type of recyclable material
  • The area of operation and its surroundings kept clean and sanitary
  • All junk materials kept inside the premises, never spilling onto sidewalks or main streets
  • Its own private garbage collector, accredited by the city, to haul its residual waste

Records and reports

  • Record the volume of each type of recyclable collected every day
  • Submit a written report to the CEMD every month, for monitoring
  • Give the CEMD a waste generation volume report every month, or the business license isn't renewed

Only recyclables from inside the city

  • Collect only recyclables from within Mandaluyong
  • Don't bring in materials recovered outside the city to sort near the shop
  • No scrap buying and selling by junk dealers during the scheduled garbage collection time

Breaking the junk shop obligations costs at least ₱5,000 and/or 15 days to six months in jail. Missing the monthly report brings a warning, then a reprimand and a seminar on waste segregation, then ₱1,000 to ₱3,000 and/or 15 days to six months. In the city's records

Junk shops in Mandaluyong's permits and waste program.

The business permit and the city's waste committees both have a place for junk shops.

  • Business permit. For a new or renewed permit, the city lists these additional requirements for junkshops: a Memorandum of Agreement, a waiver, and a "current photo to show compliance to MOA conditions regarding orderliness".
  • Waste committees. The code puts a representative from the recycling industry or a junk shop owner on the City Solid Waste Management Board, and a representative of junkshop owners on each barangay committee.
  • Junkshop counts. MMDA's 2022 plan counted 28 junkshops in Mandaluyong. The national inventory as of December 2023 lists 69.
  • The city MRF. In 2021 MMDA's survey team found the city-run materials recovery facility behind the National Mental Hospital.
