Junkshop system for junk dealers in Makati.

Makati's sanitation code puts junk dealerships under the City Health Office: no sanitary permit, no operating. Here's what the code and the city's own records say, and how ScrapTrack keeps a record of every weigh-in.

The sanitation code

What Makati's sanitation code asks of junk dealers.

Ordinance No. 2019-A-102, the Environmental Health and Sanitation Code of the City of Makati, names junk dealers in its chapter on the disposal of refuse.

The sanitary permit

  • No one may operate a junk dealership without a sanitary permit from the City Health Office of Makati
  • Junk dealers also secure the clearances, licenses to operate and permits that the DOH, DENR and other regulating bodies require
  • The national Sanitation Code's rules on refuse disposal apply to junk dealers, as they do to refuse collectors and disposal sites

Penalties

  • First offense: ₱3,000 or community service, and the sanitary permit suspended
  • Second offense: ₱4,000 and community service, the permit suspended, and ₱4,000 more for each day the sanitary requirements aren't met
  • Third offense: ₱5,000 and the permit revoked, and/or up to six months in jail, as the court decides

The code takes effect 30 days after it is published and posted across the city. The City Health Office writes its implementing rules, and the City Council reviews it at least every five years. Junkshops in Makati's permits and waste plans.

The Business Permits Office enforces the mayor's permit, and the city's waste plan counts on junkshop owners.

  • Closures. On October 24, 2016, enforcement officers of the Business Permits Office closed seven junkshops operating without a valid mayor's permit: five in Barangay La Paz, one in Singkamas and one in Tejeros. The city cited Section 4A.01 of the Revised Makati Revenue Code, City Ordinance No. 2004-A-025.
  • Agreements. MMDA's 2022 plan names Makati and Quezon City as the two cities that said they had a Memorandum of Agreement with junkshop owners.
  • Trading recyclables. Providing a venue for trading recyclables is one of the strategies in Makati's 10-year solid waste plan.
  • In 2003. An ADB survey found that junkshop permits in Makati went through the business permits office, with no role for the solid waste unit. It also named a local owners' group, K-JOM, the Kapisanan ng Junkshop Owners ng Makati.
