The rules

Where a junk shop can open in General Santos.

The zoning ordinance in the city's Comprehensive Land Use Plan 2018-2026 names junk shops in three zones, and again in its rules on where some trades may locate.

By zone

  • C-2 commercial zone: medium-scale junk shops are on its list of uses
  • C-3 zone, the central business district: junk shops need consent on merit
  • I-1 industrial zone: plastic crushers and junk shops need consent on merit

Where exactly

  • After the Upper Silway Bridge, on the National Highway to Marbel and to Siguel
  • In Lagao, toward Davao City and toward Buayan
  • Along Bula-Amao Road
  • Within 50 meters lot depth of commercial areas

Before you open

  • A business location clearance from the CPDO's land use and zoning division, needed for a new business permit
  • Bring your DTI registration, property index number and permit application
  • ₱75, collected by the City Treasurer's Office
  • The Mayor's Permit tax is due within the first 20 days of January

Environment Code

What the Environment Code asks of scrap and junk shops.

The council passed the Environment Code of the City of General Santos, Ordinance No. 73, at its session on November 13, 2018.

  • Junk shops as barangay MRFs. Each barangay sets up a materials recovery facility, and barangays may coordinate with accredited junkshops in their area to serve as the barangay's MRF.
  • Scrap processing is an offensive trade. It's listed with soap boiling and skin curing. Owners get a sanitary permit before operating, remove injurious by-products daily, keep the premises clean and store materials so they don't give off noxious fumes.
  • Penalties. For an establishment, ₱5,000 and/or six months in jail, at the court's discretion, and revocation of the business permit.
  • Clearances after the permit. CENRO issues an ENR clearance with no fee, after an orientation on its terms. The Waste Management Office issues a solid waste clearance after its orientation, confirming you follow Article VIII of the code.
  • An older count. A USAID-backed study published in September 2006 counted 61 junkshops in General Santos, second only to Davao City among 10 Mindanao cities, and surveyed 10 of them.
