What Davao City's solid waste ordinance asks of junk shops.
Davao City has no junkshop ordinance of its own that we could find. Its Ecological Solid Waste Management Ordinance, City Ordinance 0361-10, names junk shops since the council amended it with Ordinance 0987-22, enacted June 21, 2022.
Buy-back centers
- Barangays may designate junk shops and recyclers with a Solid Waste Management Certificate as their buy-back center
- No placing or dumping waste along the sidewalk
- Recyclables stored clean and safe, with ways to control foul odors
- A roof, so rainwater doesn't collect in the recyclables
The certificate
- Every business secures it from CENRO each year, for its business permit
- New applicants attend the orientation and fill in a waste plan checklist
- ₱500 and about 55 minutes for a low-risk business
- Late renewal adds ₱500, or ₱1,000 for repeat offenders

- Operating without the certificate: ₱4,000 to ₱5,000 and/or 1 to 6 months, at the court's discretion

A few more city rules name junk shops, and city officials have spoken about them on the record.
- Mosquito rules name junk shops. City Ordinance 0401-20 covers water containers at businesses such as vulcanizing and battery repair shops and junkshops. Fines are ₱1,000, ₱3,000 and ₱5,000 with community service, and the City Health Office had citation tickets ready in June 2025.
- Permits and delivery vehicles. Business permits expire on December 31 and are renewed within January. New applicants with a delivery vehicle hand in a copy of its OR/CR.
- Stolen streetlight cable. In March 2024 DPWH told the city council that about half the lights on the 13-kilometer Coastal Road were out because thieves burn the cable and sell it to junk shops. Thefts were reported to police stations in Bago, Talomo and Ecoland.
- Many junk shops. In May 2025 CENRO's waste division head said Davao City is lucky to have many junkshops willing to accept plastics. A USAID-backed study published in September 2006 counted 84 junkshops, 11 consolidators and 12 processors in the city, the most of the 10 Mindanao cities it covered.
