What Dagupan City's zoning asks of junk shops.
Junk shops are a special use under Section 36. On top of the zone rules, every special use needs a prior recommendation from the Sangguniang Panlungsod, by resolution.
Where
- Medium-scale junk shops, and the buying and selling of recycled materials, only on PNR North Road
- Small-scale junk shops in other commercial areas, out of sight
- Never in flood-prone areas on the city's hazard map
- No junkyards in the Lucao-Pantal Tourism and Growth Center
The yard
- Enough fencing to keep junk from scattering
- No stockpiles outside the fence
- Sorting inside the shop, never spilling onto a walkway or right-of-way
- Upkeep and cleanliness are the operator's job

- Medium-scale junk shops are a listed use in the Commercial Zone
- A Sangguniang Panlungsod resolution recommending the use
- 1 parking slot for every 30 square meters of floor area
- After a letter of violation, 3 months to comply, with no extension

Dagupan City junk shops and stolen metal.
Cable and metal theft has brought police to the city's junk shops for years. These reports are from the Sunday Punch, Dagupan's community paper.
- July 2006. Police and the Public Order and Safety Office called all junkshop owners to a dialogue and asked them not to buy stolen copper wire.
- June 2008. The city police chief asked the council for an ordinance regulating junk shops, to strengthen the anti-fencing law.
- 2011. In May, junkshop owners signed an agreement with the police not to buy stolen copper wire. In September the mayor met every junkshop owner in the city and padlocked a shop where suspects sold stolen cable.
- October 2023. Stolen cast-iron manhole covers turned up in a junk shop in Barangay Lucao, after police had told junk shops to watch for them.
