Cebu City names junk shops in its CCTV ordinance, and a permit isn't issued or renewed until the cameras work. Here's what the city asks of a yard, what it hasn't passed, and how ScrapTrack keeps a record of every weigh-in.

The rules

What Cebu City's CCTV ordinance asks of junk shops.

Junk shops have been on Cebu City's CCTV list since City Ordinance 2381, which the council approved in January 2014. City Ordinance 2759, by Councilor Phillip Zafra, amended it in December 2024 and kept junk shops on the list.

The cameras

  • At least 2-megapixel digital cameras with a 50-meter infrared range
  • Under the 2016 rules for the 2014 ordinance, footage kept for at least 30 days
  • Footage handed to the police when a crime happens
  • A one-year depreciation period for cameras already installed

Your permit

  • No business permit is issued or renewed until the CCTVs are installed and fully operational
  • The Business Permit and Licensing Office enforces it
  • It works with the city's Peace and Order Council

Fines

  • First offense: ₱2,000
  • Second offense: ₱3,000
  • Third offense: ₱5,000. The 2016 rules add closure or permit revocation.

Permits and recyclables

Permits, recyclables and the logbook that never passed.

Cebu City has no junkshop ordinance of its own that we could find. These are the other city rules and records a yard runs into.

  • Renew in January. Business permits are renewed from January 1 to 20 each year. The requirements include a CCENRO certificate. New businesses pay, then wait for the Joint Inspection Team and its report.
  • No permit, closed. In November 2019 the City Legal Office closed a scrap buyer on Palma Street that had run without registration or a business permit since 2016, after warnings from CENRO and a show-cause order from the permits office.
  • Recyclables to accredited junk shops. Executive Order No. 73, issued May 6, 2026, declared a solid waste emergency. The Freeman reported that households must take recyclables to accredited junk shops or materials recovery facilities, starting in 10 pilot barangays.
  • Junkshop prices set the city's scrap value. In 2026 the city valued 397 unserviceable vehicles, more than 1.49 million kilograms of scrap, from a March 2026 survey of junkshop prices of ₱8 to ₱13 a kilo.
  • The logbook proposal. In 2011 Councilor Michael Ralota proposed two transaction books, one for purchases and one for sales, kept for at least a year for the Cebu City Police Office. He filed it again in 2012 with fines of ₱1,000 to ₱5,000 for no logbook. We found no record that it passed.

Not that we could find. Councilor Ralota's 2011 and 2012 proposals asked for transaction books, but we found no record that either passed. Ask the Business Permit and Licensing Office what records they want to see. ScrapTrack keeps every weigh-in either way.

Junk shops are named in the ordinance's list. The reports also mention a ₱1 million yearly sales floor for retail and medium businesses, and they don't say how it applies to junk shops. Ask the permits office before you renew.
