The rules

What Cagayan de Oro asks of junk shops and their workers.

The city's Revenue Code counts junk shops among offensive and dangerous establishments, so their workers carry their own permits. Its 1994 Codified Ordinance limits where junk shops can run.

Workers' Mayor's Permits

  • Workers in junk shops, temporary or permanent, secure an individual Mayor's Permit
  • ₱150 a year for workers in offensive and dangerous establishments
  • Paid when you first apply, then within the first 20 days of January
  • The employer advances the fees for its workers

Where junk shops can't run

  • Section 25 of the 1994 Codified Ordinance bars junk shops in Barangay Nazareth, a residential area
  • In September 2018 the city padlocked a junk shop on 8th Street, Nazareth, under Executive Order No. 155
  • It had no business permit, sat on the road easement, and had three notices of violation first

Permits checked

  • In February 2024 a councilor asked for a hearing after CLENRO's head said junkyards in Barangay Pagalungan had no business permits
  • In April 2023 the Vice Mayor sent a complaint about a Lapasan junk shop to the public order committee
  • The complaint cited fire risk, odor, a nearby water tap and the shop spreading along Bajas Road

Waste and wire

The city has talked about regulating junk shops for a decade. This is where things stand in the records we could find.

  • The 2016 draft. CLENRO drafted a junk shop ordinance in February 2016, saying many shops lacked proper waste management. The council's environment committee chair backed it. The council's legislative records show no junk shop ordinance since.
  • Waste that may go to junk shops. CLENRO's 2016 waste study put the city's waste at 561 tons a day, with 181 tons unaccounted for, possibly sold directly to junkshops or dumped illegally.
  • A task force on wire theft. In December 2025 the council created a task force, chaired by the mayor, against theft of electric wire from CEPALCO poles, with police and barangay officials as members.
