The rules

What Batangas City's zoning and permits ask of a junk shop.

The council enacted the Integrated Zoning Ordinance on December 1, 2020, and the mayor approved it on December 7, 2020. It repeals the zoning rules in conflict with it.

Zones

  • General Commercial Zone: medium-scale junk shops are an allowable use
  • Commercial-2 Mixed-Use A Zone: every General Commercial use except gravel, sand and CHB stores
  • Commercial-2 Mixed-Use B and Commercial-3 Mixed-Use Zones: those uses carry over
  • The City Zoning Board of Appeals may allow other uses, under the ordinance's mitigating devices rule

City Environmental Certificate

  • Issued by OCENRO's Environment Safety and Permits Division
  • Confirms the business complies with the Batangas City Environment Code
  • ₱150, paid at the City Treasurer's Business Tax and Fees Division
  • Low-risk businesses file photos of their greening and 3 color-coded waste bins; high-risk ones file up to 18 documents, from DENR clearances to a zoning clearance

Environment Code

  • Ordinance No. 16, s. 2010, the Batangas City Environment Code
  • Article XII bars removing recyclables meant for authorized collectors without authority
  • The fines listed for businesses under that article: ₱1,500, then ₱5,000 with cancellation of the license to operate, closure for a year, or both

Trash to Bigas and the city's partner junkshops.

Mayor Marvey Mariño's Trash to Bigas program trades rice for recyclables, and OCENRO runs it. Here's where it stood in May 2026, with an older police note on junk shops.

  • Families. More than 1,000, from 29 barangays, since the program began in July 2025.
  • Collected. 31,668.78 kg of recyclables, traded for 19,719.12 kg of rice.
  • Accepted. Bottles, paper, plastic, scrap iron, old vehicle batteries, and broken appliances and gadgets.
  • How it runs. Barangay officials call OCENRO when recyclables pile up, OCENRO sets the pickup, and the recyclables go to the city's partner junkshops.
  • October 2020. After cable and bolt thefts on the Bridge of Progress, city police kept watch on the junk shops where the stolen cable and bolts were sold.
