What Bacolod asks before it clears a junk shop.

Every business needs an ENRO clearance for its mayor's permit, and BENRO lists what each kind of business brings. Junk shops share a line with spare parts and second-hand shops.

Why the battery affidavit matters

  • In July 2023 the mayor closed a junk shop on Mabini Street, Barangay 25, and revoked its permit
  • Police had found 136 telco batteries and 15 more 12-volt batteries there, worth over ₱14 million
  • A July 4 inspection by ENRO and the permits office found no ECC or CNC, and no hazardous waste generator registration
  • The shop had sworn it would "only buy junk metals" and no used lead-acid batteries

Stolen cable

How Bacolod watches junk shops for stolen cable.

The city has no junkshop ordinance text online that we could find. It has used council resolutions, an executive order, inspections and meetings with owners instead.

  • 2020: permits on hold. The council approved Councilor Carlos Jose Lopez's resolution asking the Mayor's Office, through the Permits and Licensing Division, to hold junk shop business permits until every shop was inspected and tagged. It proposed that all junk shops register with the city.
  • 2022: Bantay Kable. The city formed the Bantay Kable Task Force in May 2022. Police said patrols inspect junk shop owners every week, and that copper wire can fetch up to ₱300 a kilo at junk shops.
  • 2022: the anti-fencing order. Under Executive Order No. 015, Mayor Alfredo Abelardo Benitez ordered strict monitoring of the anti-fencing law. Shops that buy and sell goods from unlicensed dealers or suppliers need a clearance from the PNP station commander. A July 2022 inspection in Barangay Pahanocoy found a permit in a different business name.
  • 2023: meetings with owners. In May 2023 the city and police said they were monitoring junk shops across Bacolod as possible dumping areas for stolen cable. On May 18 they met junk shop owners at the Government Center and asked them to report suspicious sellers, especially of cable wire.
